Wisconsin Online Sports Betting Bill Passes Senate, Awaits Governor's Signature

A bill legalizing Wisconsin Online Sports Betting Sites passed the Senate on Wednesday, the final day of the legislative session.
The Wisconsin Online Sports Betting measure cleared the chamber by a 21-12 vote, with support and opposition crossing party lines in a rare bipartisan split on gambling expansion.
The bill now heads to Gov. Tony Evers, who has yet to publicly commit to signing it into law. Evers, who is term-limited and set to leave office this year, has not taken a definitive stance on statewide mobile wagering. Still, supporters believe he will ultimately approve the measure, which would significantly expand Wisconsin’s current retail-only betting framework.

The legislation (AB 601) would legalize statewide mobile sports betting, but with a key limitation: online wagering would be controlled exclusively by Wisconsin’s Native American tribes.

Tribal Impact Front And Center
The tribal component is the centerpiece of the bill — and likely the reason it gained bipartisan traction. Wisconsin’s gaming landscape has long been built around tribal exclusivity, and this proposal preserves that structure rather than opening the market to commercial operators like DraftKings or FanDuel.
"If we're going to err on the side of caution, I'm going to err on the side of our Tribes. The money spent on this issue is coming from the DraftKings of the world," said Sen. Kristin Dassler-Alfheim (D-Appelton) speaking in support of the bill Wednesday. "I'd rather keep the revenue with our Tribes."
By extending online betting rights to tribes, the bill strengthens existing compacts while creating a new digital revenue stream without triggering broader commercial expansion.
For tribes, the upside is substantial. Estimates suggest Wisconsin bettors are already placing roughly $1 billion annually in illegal or offshore wagers, a figure that could be redirected into tribal-controlled platforms if the market is legalized.

Florida Model Offers Roadmap — And Warning Signs
Opponents of the bill cited concerns about problem gaming and the proliferation of sports betting.
"This bill puts a sports book in every pocket." Sen. Andre Jacque (R-New Frankin) said in opposition. "I cannot be a party to the destruction of more lives."
Another opponent of the bill, Sen. Chris Larson (D-Madison), said he "met his wife at a dog track" and supports gambling, but wanted "more protections" for consumers and problem gamblers.
Wisconsin’s proposal closely mirrors Florida’s model, where the Seminole Tribe operates statewide mobile betting through Hard Rock Bet using the same hub-and-spoke structure. That system has already proven capable of generating massive scale without commercial operators.
But the rollout hasn’t been without controversy. Florida’s compact faced legal challenges over whether statewide bets routed through tribal servers comply with federal law — a debate that could surface in Wisconsin as well.

What’s Next For Wisconsin Online Sports Betting
There are 39 states with legal sports betting. The governor has 6 days (excluding Sunday) to sign or veto a bill after it is presented. If the Governor takes no action within this timeframe, the bill automatically becomes law without a signature.
