Puerto Rico sports betting has been legal for some time (since 2019). A retail sportsbook has finally opened and it appears that, at long last, efforts are under way to launch the best betting apps in this US territory, which sits 1,000 miles to the south-east of Florida.

With a population of more than three million, plus up to four million tourists each year, and a lively casino scene - there are more than 15 such establishments on the island - Puerto Rico appears an obvious venue for online betting.

BetMGM opened the first retail sportsbook opened here in February 2022 and indicated in the spring of 2023 that it's gearing up to launch its mobile product in Puerto Rico. Keep this page bookmarked for more information on BetMGM and other top sportsbooks coming to the island.

Puerto Rico Online Sports Betting Legislation

As a US territory, Puerto Rico is subject to US federal law. This meant that sports betting was illegal outside of Nevada until the US Supreme Court ruled the Professional and Amateur Sports Protection Act (PASPA) unconstitutional in 2018.

Puerto Rico moved swiftly to legalize wagering, and a bill allowing retail sportsbooks and online betting sites to offer their services to people on the island, House Resolution 2038, was passed in 2019.

However, legislators in Puerto Rico have not prioritized the launch of a betting industry here. It was not until late 2021 that the lawmakers creaked into gear - with the result that retail sports betting began at the Casino del Mar at La Concha Resort in early 2022

Puerto Rico Legal Sports Betting Timeline

2018: The repeal of PASPA opens the way for sports betting to begin in Puerto Rico

2019: A gambling bill is passed that allows retail and online betting to begin

2021: Outgoing governor Wanda Vazquez Garced signs Senate Bill 1534, an upgraded version of the law. The Puerto Rico Gaming Commission supplies request forms for legal sports betting operators and Daily Fantasy Sports providers to apply for licenses to operate here.

2022: BetMGM opens the first retail sportsbook in Puerto Rico, at the Casino del Mar in San Juan.

Puerto Rico Sports Betting Revenue Projection

Until we know precisely how many online sports betting licenses will be issued in Puerto Rico, and the tax rate on online sportsbooks is finalized, it will not be possible to predict accurately how much the government of Puerto Rico will earn in tax dollars. However, one 2021 projection suggested that as much as $87million could flow into the government's coffers in the first five years. One possibility is that 50 per cent of any revenues will go towards retirement funds for public workers in Puerto Rico.

Puerto Rico Legal Online Sports Betting Tax Rate

The tax rates laid out in the original 2019 gambling law that opened the door to legal PR sports betting were among the most operator-friendly across the USA. Retail sportsbooks must pay a 7% tax - one of the lowest, alongside Nevada and Iowa's 6.75%.

The rate envisaged for online sportsbook operator was higher, at 12%. This still compares favorably with many other states; in New York, for instance, sportsbooks are taxed at 51%. We wait to see whether or not this 12% is ratified when the rules to administer online Puerto Rico sports betting are finalized.

Who Regulates Puerto Rico Sports Betting Sites?

Puerto Rico betting sites will be regulated by the Puerto Rico Gambling Commission. This body was established under the 2019 House resolution to administer all forms of wagering and gaming enforcement in Puerto Rico. It now regulates casinos and Daily Fantasy Sports, as well as sports betting.

The commission was thrown into confusion in May 2022 when its executive director, Orlando Rivera Carrion, stepped down amid a row over conflicts of interest. It remains to be seen whether the upheaval adds further delay to the process of launching online Puerto Rico sports betting.

How Puerto Rico Sports Betting Compares to Legal U.S. States

When online Puerto Rico sportsbooks are at liberty to operate, there may be as many as 10 mobile licenses granted. That will ensure a competitive online sports betting industry, and a great selection for sports bettors among Puerto Rico's residents and visitors.

It will be fascinating to see how Puerto Rico sports betting stacks up against the handle in other states where the activity has been legalized for some time now. One potential negative is that bettors may be required to go through in-person registration to open an account; this has put the brakes on sign-ups in other states, such as Illinois.

On the plus side, the relatively low tax rate and cost of a license - fees may start as low as $2,500 - plus excellent mobile device connectivity on the island means the Puerto Rico sports betting market could compare favorably with many states on the mainland very soon after it launched.

Top Online Sportsbooks Coming to Puerto Rico

No decision has been announced on how many online sports betting licenses will be granted in Puerto Rico, although the legislation passed in 2019 envisaged at least 10. That would guarantee a healthy level of competition for customers. The experience of other states suggests that all the leading names in the industry will be applying for a license - indeed, three of them have a presence in Puerto Rico already.

Mobile Sports Betting Apps in Puerto Rico

As a US territory, Puerto Rico is covered by many mobile networks that are household names in the US. That means it is inevitable that, when online betting in Puerto Rico is fully operational, Puerto Ricans will be able to wager on sports betting apps through their mobile devices.

Although there remains a possibility that players will have to register for an online account in person, once signed up they will be able to enjoy all the features you find on a sports betting website. But they will have the extra convenience of being able to enjoy gambling on the go.

Sports Leagues to Bet on in Puerto Rico

MLB Betting

Content Block With Header And Image - Left

Baseball came to Puerto Rico late in the 19th century, and over the decades it has established itself as the number one sport in the Island of Enchantment. As a result, hundreds of Puerto Ricans have played in the Major Leagues - perhaps none more famous than the great Roberto Clemente.

You can expect a very high level of MLB betting betting in Puerto Rico, boosted by the length of the regular season and the enduring hold the World Series exerts on fans of the old game. It also helps that there are numerous ways to enjoy a wager on your favorite team or player.

NBA Betting

Content Block With Header And Image - Left

The fact that there have been a steady trickle of Puerto Rican players in the NBA has made basketball one of the most popular sports here. Puerto Rico's men scored a famous victory over the US Dream Team at the 2004 Olympics.

The length of the regular season, and the sheer volume of NBA games, ensures a high level of NBA betting, considering its the best basketball league in the world and that will continue all the way through the NBA Finals each June. Basketball is also a sport that lends itself to gambling, with its scoring system ideal for over/under wagers.

NFL Betting

Content Block With Header And Image - Left

Football is by far the most popular sport when it comes to gambling in the US. Online sportsbooks see huge numbers on NFL games compared to other major sports, and the Super Bowl is reckoned to be the world's biggest annual sports betting event.

As a result, we can expect a high level of interest in NFL betting among native Puerto Ricans - as well as the many American tourists who visit the island. Football, with its relatively high scoring system and frequent breaks in play, is an ideal medium for sports gambling.

NHL Betting

Content Block With Header And Image - Left

Puerto Rico may not be an obvious hotbed for hockey - but recent developments suggest the sport's profile is on the rise here. The island competed in the Amerigol Latam Cup for the first time in 2019, then returned in 2021 with three teams and enjoyed a stunning success.

The men's teams both performed creditably, but the women's team went unbeaten and lifted the Latam Cup to the delight of fans back home. Hockey is a great game to bet on, and its rising profile in PR indicates there will be considerable interest in NHL betting when the time comes.

In many states across the US, wagering on college sports is subject to varying degrees of restrictions imposed because of the relative youth of the athletes involved. However, no such limits have been imposed thus far when it comes to betting in Puerto Rico. When the opportunity arises, bettors should be able to gamble on the three Puerto Rican teams who play in the NCAA - as well as on games involving well-known college teams located in Florida and in other states.

Promotions & Offers At Puerto Rico Online Sportsbooks

One of the most potent weapons used by online sports betting companies to persuade customers to open an account with them is special promotions offering tempting benefits to new clients. These represent a great way to get extra value and spending power when you register as a client - and you should expect plenty of ongoing bonuses and promotions once you are a regular player.

Bonus Bets

Many leading sportsbooks offer sign up deals that come with bonus bets as a get-to-know-you way of beginning your gambling journey with that company. This is a simple offer that delivers insurance against losing your first wager. If your first wager, which can be up to $1,000 with FanDuel and $1,500 at the Caesars sportsbook, is successful, you collect your winnings as usual. But if it is a loser, you get your initial stake back, usually as a bonus bet.

Deposit Match

This is a promotion that offers you the opportunity to enhance your account balance instantly. When you make your first deposit, the sportsbook in question boosts it by a certain percentage - if that is 100%, you double your wagering power. This is a great way to finance your gambling, and can make it easy to try new sports or ways of betting. But always read the small print to see how many times you have to play your deposit before you can withdraw any winnings, and how long you have to do so.

Referral Bonuses

This is an ongoing offer operated by many top sportsbooks. If you introduce one of your friends to the company in question, and they sign up for an account and place a bet, you can receive a free bet as a bonus - often worth up to $100. Usually, you are allowed to take advantage of this offer only once, but it is a good way to generate some bonus funds for yourself.

Odds Boosts

Many sportsbooks regularly boost the betting odds on certain markets. Some operators, like FanDuel and the Caesars sportsbook, do this so frequently that they have areas on their sites dedicated to that day's boosts. You should be able to see the original odds, so that you can work out exactly how much more you stand to win if your selection is successful at the boosted price.

Parlay Insurance

Many players love a parlay. It is a fun bet that holds out the prospect of a major payout in return for a relatively modest stake. The problem is that all of the selections you cover with that single stake have to win to generate a return. If just one loses, you get nothing back. However, with parlay insurance you are covered; if a single selection in your parlay lets you down, you get your initial stake back, usually in the form of a free bet.

No-Deposit Bonus

Not every sportsbook offers a no-deposit bonus. It is a high-risk strategy because the operator is giving you money to play with, and you do not have to place any funds in your account. Not surprisingly, no-deposit bonuses are extremely popular with new players. Even if the bonus in question is only $20 or $50 in return simply for opening an account, it is always good to be wagering with a sportsbook's money rather than your own.

Reloads

A reload bonus is similar to a deposit match, the only difference being that it is offered to existing customers rather than new sign-ups. In return for depositing a certain amount of money to top up your account, your sportsbook boosts that deposit - ideally, by 100% to double the value of your investment.

Choosing The Best Puerto Rico Online Sportsbook?

When the time comes to enjoy online sports betting in Puerto Rico, you are likely to be faced with a choice between several outstanding sportsbooks. How do you make a selection that is right for you? There are many attributes that go towards making a sportsbook great - here are some of the ways you can distinguish an operator where you will most enjoy your online gambling.

Great Reviews

By now, all the sportsbooks that are likely to offer sports betting services to the people of Puerto Rico have been in operation in several other states. As a result, there are several places where you can find reviews to gauge which is best for you. Other customers have many opportunities to share their experiences of a sportsbook. Additionally, our expert team will compile reviews on every legal sportsbook coming to this market.

Bets Allowed

People enjoy wagering on sport in a wide variety of ways. Some enjoy the moneyline, others favor the points spread, while still others prefer a parlay or a prop bet. The top sites offering sports betting in Puerto Rico will cater for all those tastes and make it easy for you to place your wager - however you like to engage with your favorite athletes, teams and leagues.

Great Pricing On Betting Lines and Odds

As you become more experienced in sports betting, you will become aware that different sportsbooks offer different prices on the same event. That means that, by playing with the operator that offers the most competitive odds on a particular sport, you stand to make more money from your wagers. This is one reason why it is a good idea to open several sportsbook accounts - you will be able to compare odds and lines. For instance, if two sportsbooks are offering the Miami Marlins at +130 on the moneyline for their next MLB game, but a third has the Marlins at +145, you know where the value lies.

Frequent Sports Betting Bonuses

It is all very well taking advantage of a great welcome offer. If that is the last promotion you are offered by a sportsbook, you may soon become disenchanted with that operator. While every sportsbook we recommend will have some kind of bonus or risk-free bet to welcome you on board, the best online betting sites offer a host of ways to enjoy value when you are an established customer. This may be through daily odds boosts, regular contests around major sporting events, reload bonuses, refer-a-friend offers and more.

Excellence In User Interface

Your sportsbook might have the best odds, the top offers and the flashiest promotions - but if you cannot find the bet you want, or the app glitches just when you are trying to place a wager, you will soon tire of its appeal. User experience is a key consideration for every Puerto Rico sportsbook. The best sports betting apps and websites invest significant time and money in ensuring a smooth, streamlined experience every time you sign on. This should mean you can locate your favorite market quickly and place your wager instantly.

Easy Deposits & Withdrawals

People like to move their money online in different ways - and as a result, the top legal sports betting destinations offer a variety of financial options. Your favorite banking method should be catered for - whether you want to use a debit or credit card, bank transfer, e-wallet, pre-paid card or more. It is equally important that you are able to withdraw funds easily too - and a quick withdrawal time is a significant plus for any online sportsbook in our eyes.

Variety Of  Customer Support

Nobody wants to have to contact a sportsbook. It is an indication that you have a problem or a question. When you do need to get in touch, however, you should expect that your query or complaint is dealt with quickly, and in an expert manner. The best betting sites enable you to make contact with a toll-free phone number, an email address and a 24/7 live chat facility. The live options ensure we give a better ranking to a Puerto Rico betting site, but an in-depth FAQ section can be very helpful too.

Deposit and Withdrawal methods for Puerto Rico Sports Betting Sites

Banking methods are a key consideration when you are choosing a Puerto Rico sports betting site. It is essential that a deposit method that suits you is available. You should find a selection of methods that includes debit cards, credit cards, wire transfer, online backing, e-checks, e-wallets, and even cash at the cage of a partner casino.

All the sportsbooks likely to receive licenses to operate in Puerto Rico should be respected and trustworthy businesses that are regulated in numerous territories. In short, your money should be safe with them.

When it comes to withdrawing your money if you win, it is essential that you check there is a banking method that suits you and the way you like to move your funds online. However, you should also check how quickly the different methods available will deliver your money to your personal account.

Why Sign Up For Multiple Puerto Rico Sportsbooks?

With so many great Puerto Rico sportsbooks to choose from, it may prove impossible to choose just one. But then again, who says you have to? There are several advantages to opening various accounts, particularly in the early stages of a new market when the bonuses will be at their most generous.

Get The Best Line

By signing up with several sportsbooks, you will begin to learn which companies put their odds up first, where the value is to be had, and which firms offer the best odds on particular sports. In short, by comparing across the market you can find the sportsbook that gives you the best value.

Intro Betting Bonuses

Welcome bonuses are particularly generous, as each operator goes all out to persuade you to open an account with them. This is true at any time - but especially when a new market opens. By opening several accounts, and taking advantage of several welcome bonuses, you could be playing with sportsbooks' money for some time.

Bet Offerings

It is worth knowing that some sportsbooks use the same software as their competitors. This means you might occasionally find exactly the same odds on prop bets, points spreads and futures, as well as the same diet of sports covered. By signing up with multiple sportsbooks, you ensure you are seeing the whole of the market that is available.

Feel The Sportsbook

Ultimately, the choice of your favorite sportsbook is intensely personal. It might come down to the color used on the home page, or even the font in which the odds are presented. Only by test-driving several sites can you be sure you have found the one where you feel most comfortable - without the nagging feeling that there might be something better out there.

Sportsbook Rules

This is extremely important. Different sportsbooks apply varying rules to certain situations - and if you do not know those rules, you could miss out on the full benefit of an offer or market. For instance, some operators insist your first risk-free bet must be placed at minimum odds - which might be -200, -250 or -300 - while others impose no limit. Similarly, you may need a certain number of picks in your parlay for the insurance to kick in - and that might be three at one operator and five at another.

How to Sign Up for Puerto Rico Sportsbooks

The process of signing up for a sportsbook online should be smooth and simple, even though regulations insist there are several details you will need to share with the operator. These include your name, address, email address, and the last four digits of your social security number. You may need photo ID or other forms of identification to prove your date of birth or address.

Please be aware that as things stand, you may have to attend a casino or other licensed premises to sign up in person for a sportsbook account.

Available Sports Wagers At Legal Puerto Rico Online Sportsbooks

Moneyline

The moneyline is the simplest form of placing money on a sports event. Which team or athlete do you think will win? If you are using American odds, for an underdog the price will carry a plus sign; the figure shown is the amount you will win for staking $100. For a favorite, the price carries a minus; this shows how much you have to stake to win $100. You can learn more in our moneyline betting explained article.

Parlays

When you place a parlay, you cover several selections with a single stake. As each of your picks wins, the proceeds roll over on to the next one. If they all win, you can emerge with a handsome return - but if just one of them loses, you finish empty-handed. As a result, parlays are hugely popular with people who dream of landing a serious payoff without making a massive investment. Check out our guide on parlay betting

Totals

Totals are also known as over/unders and they relate to the number of times a particular event will happen during a game. For instance, it might be the cumulative points scored by both sides in an NBA match. The sportsbook sets a total and you have to predict if the outcome will be higher (over) or lower (under) and bet accordingly.

Point Spreads

This is a handicap bet. The sportsbook gives the underdog a start of a certain number of points, runs or goals so that the odds about both sides are roughly even. You then predict whether or not the favorite will win by more than that start - which is known as covering the spread - and place your bet one way or the other.

Futures

It is possible to place a wager on an event whose outcome may not be known for several months. So if you believe the Tampa Bay Buccaneers will win next year's Super Bowl, you should be able to place a futures bet on that outcome. You may then have an interest lasting the entire NFL season.

Prop Betting

There are many events and outcomes within a sports game that have nothing to do with the overall result. Wagers on these outcomes are known as props, or proposition bets. The choice of props can be extensive; they can cover individual player performances, or the result of the first half or period, or which team will reach a certain number of points first.

Live Bets

Advances in digital technology mean sportsbooks can now update their odds instantly. As a result, most leading sportsbooks allow you to place wagers while a game is under way. This is a great way of getting involved in a game and backing your expertise to predict which way the action is going to swing in the remainder of the game.

Prohibited Bets

There are certain types of wagers that are not allowed. For instance, in many states you are not allowed to bet on college sports; in others, sportsbooks are not permitted to offer markets in esports. And no American sportsbook will run markets on any political events, including local, national and international elections.

Other Puerto Rico Betting Options

Daily Fantasy Sports

Under the most recent legislation passed in 2021, Daily Fantasy Sports games could soon be on offer to Puerto Ricans. However, the framework is not yet in place to get this activity under way. As a result, leading DFS operators such as FanDuel and DraftKings are not yet able to offer games in Puerto Rico.

Horse Racing

Horse racing is one sport on which you can already place online wagers in Puerto Rico. Racing takes place regularly at the island's sole course, the Camarero racetrack. You can wager at the track, at licensed parlors across Puerto Rico and at several regulated websites.

Elections

Puerto Rico is subject to US federal law; and under that law, no licensed betting operator is allowed to run betting markets on any political event. This means you cannot place wagers on any election taking place in PR. You are also forbidden from betting on elections in the USA or anywhere else.

Pop Culture Ceremonies

In some states, there are restrictions on placing wagers on events such as the Academy Awards. In others, you are free to gamble on them. It has yet to be stipulated whether or not Puerto Rico sports betting sites will be allowed to run such markets.

Esports

Under the legislation signed into law in 2021, esports events can take place in Puerto Rico. It is expected that, as a result, betting on esports will be allowed at sports betting sites. However, this will be confirmed only when the rules under which sports betting will be conducted are finalized.

Puerto Rico Sports Team Partners

When online Puerto Rico sports betting is launched, it is possible that sportsbooks will work to enhance their local profile by signing partnerships with sports teams on the island. The teams in question will benefit by appearing in the sportsbooks' commercial content, while the betting operator will get a boost from its association with a popular local brand. When such deals are announced, we will be sure to let you know what has been agreed and what it means for both parties.

Retail Sports Betting VS Mobile Sports Betting

Many people enjoy sports wagering in a traditional setting - a sportsbook section of a casino or other licensed premises. You can enjoy the buzz of being surrounded by like-minded players, there are staff on hand to help you with your wagers - and you may be able to enjoy watching the event with which you are now involved on a big screen as part of a crowd.

However, increasing numbers of bettors love the convenience of being able to bet through your mobile device. The modern generation of sports betting apps are so advanced that they bring you all the features, bonuses and sports markets you expect to find at a website - while you still have the convenience of being able to play wherever you are.

Once you have registered, which may be in person, when you are at home, at work or on the move, you can place your bet quickly and easily. And, thanks to live streaming, you may even be able to watch the action on your device too.

Responsible Puerto Rico Sports Betting

The best legal sports betting sites take seriously their duty to encourage responsible gambling at all times. While the overwhelming majority of bettors enjoy wagering as a light-hearted and fun activity, for a small minority it can lead to the development of a gambling problem, which in turn can cause serious personal and financial issues.

Most top sites now feature a prominent link to in-depth resources that encourage customers to play responsibly and offer advice to people who fear they are at risk of addiction. It will be interesting to see what part the gaming commission plays in encouraging responsible gambling when the online market launches.

Where To Bet in Puerto Rico Now

If you want to wager legally on sport in Puerto Rico now, your options are strictly limited. The BetMGM sportsbook in San Juan commenced operations in February 2022. It is expected to be joined on the active list very soon by DraftKings at the Foxwoods El San Juan Casino. FanDuel is also waiting in the wings thanks to its partnership with CAGE. The great leap forward, however, will come when the regulations are finally in place for online Puerto Rico sports betting to begin.

Puerto Rico Sports Betting FAQ

Is sports betting legal in Puerto Rico?

Yes it is, but the online market has not gone live yet. Legislation passed as long ago as 2019 opened the way to legal wagering, but there has been little political will behind the push to launch. Now, however, retail operations are opening and there are hopes that online options are not far away.

How old do I need to be to bet on sports in Puerto Rico?

In most US states, you need to be at least 21 before you can place a sports bet. In Puerto Rico, however, you are allowed to enter a casino once you are 18. As a result, this is expected to be confirmed as the minimum age for wagering on a sporting event.

What is the sports betting tax rate in Puerto Rico?

Under the legislation passed in 2019, operators face reasonably friendly tax rates. Retail operators must pay 7% to the government. For online operators, the rate is 12%.

Where can I bet at Puerto Rico sportsbooks?

At the moment, the only Puerto Rico sportsbook in operation is the retail facility run by BetMGM at the Casino del Mar. However, it is expected that DraftKings will be live soon at the Foxwoods El San Juan Casino.

Will I need to be a Puerto Rico resident to bet online?

No, you will not need to be a Puerto Rico resident. Visitors to the island, including tourists, will be able to sign up for an account while they are in Puerto Rico. Online operators use geolocation technology to ensure you are where you say you are while playing.

Who can offer Puerto Rico sports betting?

As things stand, the only places licensed to offer wagering facilities in Puerto Rico are casinos. However, it will be interesting to see if other retail outlets receive licenses as the market develops. And it is hoped that the online option will be available to players soon.

When will online sports betting launch in Puerto Rico?

We do not know, but we believe it could be before the end of 2023. The ability to prepare the market and go live has been there since 2019, but it is only since late 2021 that the momentum has picked up to drive towards a full launch.

Can You Gamble Online in Puerto Rico?

Not yet. Online wagering has been legalized, but the regulatory framework that needs to be in place has not been constructed. There are hopes that this might be completed in time for a launch before the end of 2023.
